Default McCormick-Deering 6hp M Fuel Pump Bolt

Hello. I was tearing apart my 6hp M and was taking the fuel pump off. The fuel pump if the orginal pot metal as was all cracked and just literally feel part when I took it off. My question is on the stud that holds it there appears to be a sleeve on the bolt. Is this right? I looks like this should come off. I stuck my hand into the back of the engine and felt the bolt head (square). THANKS ALL. This engine is a Spark Plug engine 1927

If i remember right, that sleeve is where the fuel pump drive pivots. You will have to remove the bolt you spoke of & free/ clean things up.
