Choke in IHC Famous and Victor Engines

Photo Choke in IHC Famous and Victor Engines

Attached are pictures of Pat Barrett's Victor TC engine that was built in the first part of 1914 that doesn't have the choke in the cold air intake. Also attached is my Famous TC engine that was built in the last part of 1914 that has the choke in the cold air intake. I've been told the early Famous engines didn't have the choke but the later ones did. Was a change made in 1914 and IHC started adding chokes to the cold air intake or was the choke not needed on the Victor engines? Or some other reason for the difference?

I have a 1908 10 horse famous that has the choke, but it is hit & miss. Don't know if that makes a difference.
