Try changing gear ratio.
I run a overdrive on my Ford 18-20mpg running 80mph @1750rpm
USgear or gearvendor make good units that bolt right to your trans

How does your exhaust look? If you have more than a puff of black smoke when you accelerate you need to check the turbo.

I have a stock 7.3 in 94 F-350 4Wheel Drive with 5 speed manual. I routinely get 17, and usually 18 or 18.5 if I do mostly freeway driving. It has 247,000 on it, original pump and injectors.
