Default 3 post oiler

i'm curious who made this 3 post oiler and what it was used on?
it has a heavy brass top and bottom with 3- 1/4" rods on the outside of the 4" glass,
3/4" npt thread mount.
the rod on the filler cap opens the spring loaded valve in the bottom when screwed in. the valve rod has 3 flats to meter the oil.
it has a vent tube and had a black tar-like residue inside.
