Default Kingston Carburetor

I have this Kingston L carburetor. It doesn't fit the Wallis which is what I bought it for. 1-1/2 bore and no throttle plate in it. What would it work on.

I am not sure of the bore size, but some of the cross motor case tractors used a separate housing for the governor with a throttle plate in it. It is probably for a design similar to them.
