Default Governors

Hello, I pulled a number of governors from long term storage today & most are steam but this one looks like it may be from an internal combustion engine. I has 3 balls & is in good condition.
Can anyone identify it? (The background is a 1 inch grid.)

The 3 ball governor was used on Alamo Standard engines from 5hp to 25 hp inclusively.
