Default Tool ID Help Please

This cast iron tool is approximately 12 inches long. It is hinged in one direction. I believe it had a stout wooden handle similar to a peavey. It was in a small saw mill but not sure if that has any relevance. Thoughts? Thanks.

Its for stretching single wire to fence post so it to be nailed.
