Default Nelson Model: HB Fuel Pump Issues

About a year-and-a-half ago, my dad's long-time friend, dropped the single cylinder horizontal motor off at my house, and any experience person in the field of antique engines I asked, no one knew anything about it. Finally I made my way to a guy that runs a tractor club, and one of my grandfathers long time friends. He said it was a Nelson. After many hours of finding nothing on this make, I finally found out that it was a Nelson HB. After doing a lot of work on it at that same tractor club, we managed to fix everything but the ignition and the fuel pump. I have sent out the ignition to be rebuilt by someone who hopefully knows enough about it, but no one knew anything about the fuel pump. no one understands it because as far as anyone can tell, it has everything that it needs to work, but even with a full tank it doesn't pump gas. I'm not sure if it's supposed to come out like the oil pump does, thighs much as we can see, it has a ball valve and a hole in the side for the gas to go when the plunger comes down and closes the ball valve. It also kind of looks like there should be a seal around the plunger, but when we tried an o-ring that fit almost perfectly, it still wouldn't pump gas so I don't know if that's the issue. Does anyone have any ideas?

It’s been a long time since I had mine apart, but I think there are two ball check valves incorporated in the fuel pump. One to keep from pushing gas back in the tank and the other to keep from drawing gas backward from the outlet.

Was the second one in the side of the pump housing? It looks like there is room for one there, but it might need to be held with a spring to stop it from falling out of it's seat.
