Default Lister D water jacket

Hi everyone,
I have a 1937 lister D engine, that I have just cleaned out a few kg of rust from its water jacket. It’s now much lighter to move around!!
What can I paint on the inside of the water jacket to stop it rusting every time I empty it out?
I plan on painting the outside with Tractol paint. Can I just paint this on the inside as well?
Will I need to apply something first to change the rust into metal?
Can I pour this into the jacket for a few days, then drain it out, let it dry and then paint?
Any suggestions will be greatfully received.
