Check your governor in the crankshaft to make sure it's installed right and functioning correctly. Start with getting a copy of the service manual for the twin. They are readily available on eBay. Good luck, Kevin

The engine intakes thru the crank. The governor acts as a throttle and is spring loaded. At rest, it is wide open, and as speed increases, the governor closes the openning in the crank. if installed wrong, no air can enter the engine.

i would also check the fuel pick up. it has (or is supposed to have) a fine screen in the inlet, as well as a small ball in the pick up tube that acts as a check ball for the fuel. if the check is missing, or the screen is blocked, the engine wont draw fuel. To start the engine, the air control must be closed all the way (acts as a choke)
