Default Flyball Governor For?

I picked up this big flyball governor and am curious as to what it went to. It`s very simple and I`m sure is missing a few linkage pieces. It looks like an early steam governor, but I`m not even sure if it`s for an engine or some kind of machine. It`s total length is 12", and the balls are 3" in diameter. Does anyone know what it went to?

Early elevators had a governor controlled safety braking system. It looks like it may have come off of a elevator safety brake. Maybe.
