It would be my opionion that is a handicap scooter and would be thought of as such by most folks.The fact it has no mechanical brake may also be a issue.Might want to put a brake band or something on it even if it is not very effective,at least it will have brakes.

I have thought of adding a reversing switch and resistor so the motor would try to run backwards and engage the costed brake.

Great news
I now have my gen-u-wine certificate of or proof of insurance for my home made butt buggy. If the 350 watt dc motor goes crazy and I hit someone and they notice I am covered for liability. AND the agent is a gear head who attends the local show.

What I was thinking about the other day,a freind has a Rascal.And twice he has backed into small kids that were running around unattended in Lowes and Food lion. No one said anything and all is well. But what if? Rascals and the like for some reason are exempt from insurance. Had the kid he backed into needed help,or the parents were sue happy nut cases, who would have to pay and on what grounds? To me your home built butt buggy is lighter,slower and safer than a Rascal.
I am glad to read that you got coverage and can now enjoy yourself .That is the main thing.

I finally called a Foremost agent nearby. Ended up on American family. $75/year and no difference in price to have comprehensive too. We'll see if I don't get cancelled again before Portland.
