Default Pow'r Pup Power pup with Wisconsin AK

Hi team, requesting help identifying "clutch" (my guess) on this pow'r pup tractor. Pow'er pup im being told was order form Popular science magazine and put together like a kit/model.

SO from my Wisconsin engine has a pulley. this pulley is connect to shaft that runs back to tranny. This pulley goes upward about 12 inches and connects to another pulley and goes through this mechanism "maybe a centrifugal clutch" and to the back side using a chain sprocket. Then the chain goes back down and connect to the same shaft that comes off back of engine.
My thought is you throttle down which stops the chain driving and allows you to switch gears and then you throttle back up to kick in the "centrifugal clutch" (tag on this unknown device says "sealmaster Stephens-adamson MFG ball bearing unit NP 12)

Can anyone out there tell me or confirm what this device is? please and thanks

Your photos are of a jackshaft with bear supports. The clutch appears to be the "pulley" on the engine crankshaft. Are there any markings on this pulley?

Thanks for plans. I have those already. Mine is a little different.... their doesn't have these bearings/jackshaft. I understand their bearings just not sure why the pulley is going up to bearings and chain driving the same shaft as the pulley is already connected to... maybe to get it more torque??? just a guess.

A friend said maybe they were going to be running something else, like an implement, but they is no where to add anything. It just goes up connects to chain drive on back side and then comes back down to another pulley on shaft.

that pulley the chain is connected to doesn't have any marking but does look to have something inside ... new pictures are provided.

thanks team for help so far... and beyond.

The jackshaft allows installation of the centrifugal clutch on the crankshaft.

OK so that must be a centrifugal clutch down on the bottom that the chain is connecting to????

I have never seen anything setup like this... arguably at 34 years old I have not seen a lot! hah

Updated question - so my tractor doesn't have a clutch pedal. I was told one uses throttle lever to idle all the way down and then I shift from forward to neutral to reverse.

What is the name of this type of setup "throttle shifting garden tractor"?????

I am trying to find out more about this setup or videos of someone who throttles down and shifts and then throttles back up to get machine moving again.

The centrifugal clutch is mounted on the engine crankshaft as part of the V Belt.
