Default Oliver 770 throttle issue

Hello everyone! I've been trying to figure out the problem with my neighbors Oliver 770. There isn't any throttle response at the lever on the steering column. It's either low idle or very fast to the point of over revving nothing in between. He said he was raking hay and it started over revving right out of the blue. What should I be looking for, something with the governor or a broken spring somewhere in the linkage? Thanks for any help anyone can send my way!

start at the throttle and work back to the carb and gov...

If diesel, it could be the injection pump needs repair.

O. K. early 770 tractors used a Bosch PSB injection pump. I n the summer of 1960 the Bosch was discontinued and they went to a Roosa Master DB pump, which do you have and what is the serial number of the tractor and the model number of the injection pump?

O. K. Have you looked at the external linkage. Have you removed the governor housing and inspected the weight assembly, the thrust bearing and the thrust washer behind the weight assembly? Send me an e-mail to my personal e-mail and include your phone number. I worked for an Oliver dealer when those tractors were new. Oh, how many active coils are there on the governor spring?
