Default 1919 titan 10-20 air mixture

I had issues with getting my titan started. I tried timing and fuel types (gas or carosine). It stared today but didn't run well. got worst till the rod that holds a little round disk fell down into the air intake . I adjusted it until it was approximately half way in its port? does anybody know anything about adjusting this valve. My original manual that came with the tractor from the factory does not show anything about this adjustment.
