Default Gray 1hp broken and missing parts

Hello, i have a 1 hp Gray that needs some TLC,im wondering what can be done to save the part in the picture is it safe to weld,or am i better off getting one cast ?

Is that the governor latch out. If its my 4hp Gray has been brazed and works fine. Just follow proper procedures for welding cast.
