Default "Disks" in rear wheels on OilPulls

I have seen some OilPulls that have "disks" in the rear wheels that cover the drive gears. Was this an option that some came with? Or are some just missing this part?

Later heavyweight Rumely OilPulls had tin disc riveted to the spokes to be dirt shields for the gearing.

My 12-20 and 20-40 OilPulls have these shields, off the top of my head I think they started putting these in around 1920. Someone else on smokstak will probably look up the exact date for you.

My 20-40's a '23, and it has them. My 16-30's a '20, and doesn't have them.

My 20-40 is a 20 and does not have them. I was told once that the shields started in 21?
