Default Waterloo majestic 5 hp 1961

I have heard several bits of info about the carb. on this engine.
It has a 1/4 inch black iron line with a T going up to the carb.
Inside is 1/8 inch small line going up to the mixer.
My question is, should this thing have a check valve, I can not fine one in the system.
Note I can not get this engine to run and maybe this is the problem ???

Should be a check valve on the end of the fuel line inside the fuel tank.
