Default Kohler K341 cycles between fast and slow rpm

Hello all-

I recently acquired a home-made log splitter with a Kohler K341 motor. The motor has been sitting about 5-7 years. I was able to get it started, but it bounces back and forth between high and low rpms with it just about stalling when it reaches the low rpms. This is with the throttle at about halfway. It also just plain out stalls at idle throttle. It does run pretty strong and solid at high throttle.

My first thought is to clean the carb thinking it may be gunked up in there. Any tips on how to clean the carb?

Also, could this issue be governor related?
