From what I understand, the 'semi-trailer' concept was little more than the adaptation of an engine power unit, to a 'buckboard' farm wagon... rather than having a swinging axle drawn by horses, the front of the wagon simply sits on the drive axle of the power unit... and this makes perfect sense, from a historical and practical perspective.

I would suspect that an example of the earliest commercially-made semitrailer on 5th-wheel would probably be on display at the Iowa80 Trucking Museum... I know there's some old ones in there (pre-1915), I'm sure that the oldest were of the purpose-built category.
