Default Stover 2 1/2 hp hit and miss engine

I opened the crankcase compartment of this engine for inspection and found inside of the piston on the wrist pin a loose bolt with a cotter key through it. What is the purpose of this loose bolt and cotter key? I fear this bolt will get dislodge and do damage in the crankcase. Has anyone had this issue? Please advise.
