Default Maytag upright timing question

The Maytag manual specifies the timing on these to be the governor arm just touches the contact strip at top dead center. This seem a little late for me. Was figuring it probably should be a few degrees at least BTDC. But given it's a 2 cycle maybe that makes a difference? Any thoughts welcomed.

Kevin, when the governor touches the leading edge of the brass on the commutator the piston should be 1/4" before top dead center
